Many of the "public policy" problems of the net can be controlled or mitigated
by means of contracts, trade practices and new software technologies.
Some of these problems (e.g., framing) are relatively novel, created
by the new mechanisms of the net.
Others (e.g., spamming) have "real world" counterparts, but may present
special challenges in the online world.
